The eMPF Platform is Hong Kong's centralized MPF administration system, replacing the legacy process where employers dealt directly with individual trustees. This article explains how the new workflow affects your MPF submissions in JustLogin, what role trustees still play, and how to avoid accidental duplicate submissions.
How the Workflow Has Changed
Previously, you uploaded contribution data files directly to your trustee (for example, Manulife or HSBC). The trustee would then calculate balances, pull payment from your bank account, and update records.
With eMPF, that changes significantly:
- Centralized submission: You submit both contribution data and payment directly to the eMPF Platform β the trustee no longer acts as the middleman.
- Direct Debit Instructions (DDI/Autopay): Your existing Autopay mandate is migrated to the eMPF Platform, which triggers the bank debit directly.
- Cheque payments: Cheques must now be made payable to eMPF Platform Company Limited, not to your trustee.
What Role Does the Trustee Still Play?
Even though eMPF handles day-to-day administration, your trustee remains legally and financially responsible for your scheme. You do not need to manually notify your trustee when you submit β they are integrated into the eMPF ecosystem and receive data automatically.
- Legal ownership: The trustee remains the legal and fiduciary owner of your MPF scheme, overseeing fund investments, asset governance, and scheme compliance under the MPF Schemes Ordinance.
- Scheme identification: Contributions are not paid into a generic pool. The Trustee Code or Scheme Registration Number in your contribution file tells eMPF exactly which trustee product (e.g., Manulife MPF, Principal MPF) the funds belong to.
- Multi-scheme support: If your employees are spread across different trustees or legacy plans, the scheme identifier in the file ensures eMPF correctly credits each employee's sub-account.
- Escalation scenarios: The eMPF system handles standard submissions automatically. Trustees are only alerted for high-risk or legally complex cases that require manual review.
This is why trustee information (such as the Scheme Registration Number or Trustee Code) still appears in eMPF-generated files β even though eMPF manages the administration, the funds must be legally attributed to and governed by a specific trustee scheme.
How JustLogin Submits to eMPF
For the eMPF trustee specifically, JustLogin uses a two-phase automated submission process β no manual file download or upload is required.
- Generate: Select your MPF trustee, contribution period, and voluntary contribution settings, then click Process. JustLogin prepares the contribution data file in the background.
- Release: Once the file is ready, a Release button appears. Clicking it redirects you to the eMPF portal login page. After you sign in and grant consent, JustLogin automatically submits your contribution data to eMPF on your behalf.
After a successful Release, you can check the submission status and view per-employee results directly within JustLogin.
Note: The Release button is only available for the eMPF trustee. Other trustees (such as BOC, HSBC, Manulife, and Sunlife) continue to use the traditional approach: you download the file from JustLogin and upload it manually to the trustee's own portal. |
Does JustLogin Initiate Payment?
No. JustLogin submits contribution data only. It does not trigger any bank debit or payment. Payment is always a separate step that you arrange on the eMPF portal or directly with your trustee.
Could a Double Submission Cause a Double Payment?
If you submit contribution data twice for the same period β for example, once via JustLogin's Release function and again by manually entering data on the eMPF portal β you may end up with two data submissions on the eMPF side. Whether this leads to a double payment depends on whether payment is also initiated for both submissions.
Here is how eMPF's own safeguards work:
- Duplicate data detection: The eMPF platform cross-checks the Contribution Period and Employer ID. If a valid contribution schedule already exists for that period, the system flags the second submission as a duplicate or returns an error.
- DDI/Autopay: eMPF will only execute a direct debit once per confirmed, unique billing cycle. It will not double-debit for the same period unless you manually approve a secondary adjusted statement.
- Bank transfers and cheques: If two separate payments are received for the same period, the surplus is held as an unallocated overpayment in the eMPF clearing account. The system will not automatically invest the excess β instead, you will be prompted via the portal to clarify the surplus or request a refund.
Important Note: Once your scheme has completed onboarding to eMPF, submitting instructions through old trustee channels is no longer permitted. If you suspect an accidental duplicate submission, log in to the eMPF Employer Portal to check your submission status, or contact the eMPF Customer Service Hotline for assistance.
